Chopin: Create Movement Without Changing Harmony

How to make the music feel likes its moving in a swaying back and forth.
At the beginning of Chopin's Minute Waltz, the bass line goes back and forth between D flat and F. All while remaining in the same key and chord inversion.
The D flat feels grounded because it is the root position of the D flat chord. And the F feels likes its floating because it's the first iversion of the chord.
Going back and forth creates a swaying feel. This works well to lean into the feel of a waltz.
