At the beginning of Chopin's Minute Waltz, the bass line goes back and forth between D flat and F. All while remaining in the same key and chord inversion. The D flat feels grounded because it is the root position of the D flat chord. And the F feels likes its floating because it's the first iversion of the chord. Going back and forth creates a swaying feel. When it begins its played on top of a classic waltz bass line that is 3 beats or 3 quarter notes. That means the melody ends while there is still more of the bass line to play.
